Below is the full text of the Notice of Intention to Circulate Recall Petition, filed at the San Mateo County Elections Office on June 18, 2026. The text is reproduced verbatim, exactly as it appears on the Notice. The signature pages of the Notice are not reproduced here.

From the Notice of Intention

“TO THE HONORABLE Rich Ginn: Pursuant to Section 11020, California Elections Code, the undersigned registered qualified voters of SEQUOIA UNION HIGH SCHOOL DISTRICT, TRUSTEE AREA C, located in SAN MATEO COUNTY, in the State of California, hereby give notice that we are the proponents of a recall petition and that we intend to seek your recall and removal from the office of BOARD of TRUSTEES of the SEQUOIA UNION HIGH SCHOOL DISTRICT. The grounds for the recall are as follows:

School board trustees have a clear responsibility under California School Boards Association guidelines: to provide oversight, set direction, and hold the superintendent accountable.

Trustee Ginn has failed to provide effective oversight of the Superintendent, including a lack of accountability for decisions that have adversely affected students, staff, and community trust.

Trustee Ginn supported and participated in the process leading to the closure of TIDE Academy, which we believe did not comply with required public deliberation laws, including applicable open meeting requirements.

In addition, local taxpayers approved and allocated funds for the development of TIDE Academy, and Trustee Ginn has failed to uphold the intent of that investment.

Under his tenure, the district has faced ongoing litigations that reflect a failure to establish and enforce effective policies and sound governance practices.

Trustee Ginn has not fulfilled his responsibility to represent the interests and priorities of the community. We seek his recall to restore transparency, accountability, and sound judgment to the Sequoia Union High School District Board.”
